A BILL to amend article one, chapter eighteen-c of the code of West
Virginia, one thousand nine hundred thirty-one, as amended, by
adding thereto a new section, designated section five,
relating to higher education; student financial aid; limiting
eligibility for state funded student financial aid; and
exceptions.
Be it enacted by the Legislature of West Virginia:

That article one, chapter eighteen-c of the code of West
Virginia, one thousand nine hundred thirty-one, as amended, be
amended by adding thereto a new section, designated section five,
to read as follows:
ARTICLE 1. FINANCIAL ASSISTANCE GENERALLY.
§18C-1-5. Eligibility limitation.

A student may not receive financial assistance from more than
one state funded student financial aid source, except where expressly authorized by this code or the legislative oversight
commission on education accountability. This provision applies to
both grant and scholarship programs and awards.

NOTE: The purpose of this bill is to limit eligibility for
state funded student financial aid except when authorized by
legislation or the Legislative Oversight Commission of Education
Accountability.
